Anything Judd Winick writes is generally worth avoiding. His stories from Green Arrow and Green Lantern were plodding and flat with unbearable dialogue and plots. But, he has redeemed himself with his current Batman run. The story so far has been interesting with believable characterization. I assume he either has better ideas for Batman or found a script doctor. His overly simplistic treatment of AIDS and homosexuality ruined his work on GL and GA. Hopefully he will simply write good Batman stories rather than cripple them with preaching.
Although Winick’s work improved, Matt Wagner’s cover was embarrassingly bad. The cover can certainly speak for its odious self: 
Tip for DC: Spend less money on overrated artists and continue hiring better writers. It’s much easier for good writing to cover for bad art than for good art to cover for poor storytelling.
And just which editor thought the cliched cover title was a good idea?
